“Can We Put a Lower Price for the SAAQ?” Here’s Why You Shouldn’t

You agree on a price, then the buyer asks, “Can we write a lower amount for the SAAQ?” They say it’ll save them tax. Our answer to this Quebec car sale tax question is simple: write the price you actually agreed on. If the car’s damaged, there’s a proper way to address that.

A lower written number doesn’t necessarily lower the tax

For the usual private purchase from an individual who isn’t registered for QST, the buyer pays QST to the SAAQ when registration is transferred. The estimated-value rules can affect the amount on which tax is calculated. The seller should not invent a lower transaction price to try to change that result.

If the car really is worth less because of damage

Use the official process. Revenu Québec describes a certified-appraiser report that can support a reduced taxable value for a damaged or unusually worn vehicle. A handwritten claim that the car is in poor condition isn’t the same thing.

Ask the buyer to confirm the appraisal requirements and timing before the transfer. The authority can explain the documents it will accept. Keep your sale price and condition description accurate throughout.

Keep the conversation simple

You can say: “I’ll record the amount we actually agreed on. If the tax assessment doesn’t reflect the damage, we can check the official appraisal procedure.” That answers the request without turning the handover into an argument.

A false price also creates a mismatch between the payment and your records. If a disagreement arises later, you want the agreement to show what happened, not a second version created for convenience.

Sort out costs before meeting

Encourage the buyer to budget for taxes and registration costs before pickup. Their surprise at the counter should not become pressure on you to rewrite the deal.
